In the internet options on the security tab. In the Internet Zone. Click on the custom level. Now in this window. Scroll down where you see the Downloads. Under which Automatic Prompting for file downloads which will be disabled by default Enable it and similarly under downloads option. Make sure that everything is enabled. If you >> choose PDF, it will download it. I followed the above instructions. After selecting the Excel option, IE's Information Bar appeared presenting a prompt about a pop-ups. After selecting 'Temporarily allow pop-ups' option and re-selecting the Excel option, another IE7 window opened, again with the Information Bar which this time asked if I wanted to download the file. The same /should/ have happened on your machine unless a third-party application (e.g., pop-up stopper; anti-spyware application) interfered.
